Locate an existing clear definition of the problem or issue you are concerned about.
If you cannot find one that exactly matches your definition, then you need to write this out.
Then publish this information.
Additionally useful, is examples of what falls within this definition, and what not. Especially things that illustrate the difference between common usages (correct or wrong) or dictionary definitions and yours.
Very beneficial is the ability for others to be able to ask questions or make comments about it, in order to help refine and improve it.
It is possible to proceed without this, however the value in this step is tremendous, and highly recommended.
Make public your concerns about the problem/issue, and announce that you are interested in, and working on doing something about it. Preferably, describe what you are currently and planning on doing, even if that is just following these steps. Additionally describing how much time/effort and/or money you are willing to put into your efforts, and under what conditions.
Clearly identifying yourself is valuable, and having a publicly accessible comment/feedback system is recommended.
Connecting with others, and efficiently* working with them, is very valuable. (*Not arguing, or personally educating others when they can learn on-line just as well, for example.)
This can be to what ever degree and manner you choose.
Hopefully you have been educated in doing research in school. If not, there should be plenty of resources on the internet to teach you how.
This project includes systems and plans for making research easier and more effective. Until those systems are completed and available, you will need to use whatever system you learn or find.
Important is to publish the information you have assimilated. Probably important is to organize by valuable or not, and maybe to degrees. The reason to publish information that you have rejected, and why preferably, is so that others know to not review that information. Even if you reject something in error, or it is later changed, others will double check that once in a while, so don't be concerned with too quickly rejecting something.
Source information, and date and time of when gathered/reviewed are important.
Even if you don't wish to publish your thoughts or reasons for referencing particular information (positive or negative), or other details, just including links to that information makes it available for others to possibly utilize.
There are many resources for learning how to solve problems, and similar things. You can use these to learn how to analyze the problem/issue.
The systems in this project, once available, will also be of value in analyzing problems and issues.
At this point, it's about identifying factors. An analysis would be showing all known cause paths that can result in the problem/issue, and the factors in each cause path, as well as how they connect and combine together to build up to the problem.
Also useful, is review part of the problem.
Publish this information, and seek feedback. Carefully consider possible flaws in your analysis pointed out by others.
This is about finding existing plans, and adopting them, or developing your own.
Plans for yourself, and for others. Of one or both of the two main positions -
Becoming less of a part of the problem includes yourself (themselves) directly, and as a part each group a member of. Family, friends, community, clubs, employers, organizations, province, country, etc.
Publishing what you are doing to be less a part of the problem, helps encourage others to do the same or at least consider doing the same or something similar for the same or a different problem/issue.
Publishing the information allows others to also take action, give feedback, assist, etc.
Important is not only to execute the plans found/developed, but also to re-execute these steps as necessary. Even if having to change the definition used, and checking and adjusting the rest of the steps accordingly.
But most likely, just continued research, fine-tuning the plans, looking for other plans, and the like, are usually necessary.
Where appropriate, create action requests as well as share your information on/through this site.
Publishing will, generally speaking, just amplify the value of what you do.
Well organized on your own site is best, but of course can be on a public platform like blogging, social networking, etc.
