Of course this site uses "cookies". (if you don't know what web cookies are, read this : HTTP cookies.) Almost all sites do. Ones that don't are probably pretty useless.
"Cookies" have been around since very early on, like 1994, and most people never knew.
The cookie disclaimers required by law, or even mostly when done voluntarily, are about aggressive cookie usage, especially permanent (or better said, extremely hard to remove i.e. reinstall everything) - across sites cookies. So if you see a banner warning or have to click something to enter a site, or make a banner or message go away, then you are (almost definitely) dealing with a site that is telling other sites/businesses/governments/etc. what you are doing.
