What I see in blaming others is that it distracts from doing what is important - defining, isolating and resolving or handling problems. The other thing I see in the blame game is that it is used as a distracting mechanism, or a form of subterfuge to keep people from seeing or having to see where actual responsibility lies (especially themselves). One clear example of this for me is in the united states of america, the president seems to be held responsible for the actions of the entire country whether it's war or the economy. Where those and everything else seems to be the results of the sum of the actions of many people together, and one person does not have the ability to do so much on their own. This combined with the two-party system, seems to be a system to occupy people with placing blame on people, and not focusing on the goals and issues. One interesting principle that I feel is tied in here is the line I got somewhere - "big minds talk about ideas, small minds talk about people" or something similar to that. And when it comes to blaming the people vs. the government, I see it's both, and what's more important is how to fix the problem (or whatever).
