Effectively the correct placement of responsibility can be easily made clear with social modeling tools.

Blame is generally placement of responsibility, but I see it is often about the placement of false responsibility. "Who can we blame for this?" for example. When responsibility is clearly mapped out, then any attempts at falsely or erroneously placing blame are ineffective.
