Here the term "fact" is intended to be used to indicate a piece of information that a specific group of people agree is true, proven, and not in question.
Here the term "pending fact" (or sometimes "fact pending") is intended to be used to indicate a piece of information that a specific group of people agree is probably true, but is not yet proven, or maybe in question.
The two terms are generally treated as equivalent, but there is normally a possibility to limit information to that which contains only facts and not pending facts.
