Effect is just an abstract category for anything basically, but here probably mostly to describe results of actions, efforts, plans, etc.. To be used in social modeling, analysis, plans, solutions, etc.

Monitoring and measuring both postitive and negative effects of all efforts and other actions is critical in providing information feedback to efforts. By rapid feedback, efforts can be adjusted quickly and solutions achieved much faster.
