The term champion is used here to reference someone (person or group) who is maintaining a website/page about a particular problem, issue, or opportunity.
Information expected is a clear definition, and further specifications, and references/links to resources and information about it. Additionally, for issues mostly, some coverage of different perspectives/opinions is expected. As thorough and unbiased as possible is nice, but not seen as a requirement, just a characteristic that could possibly indicate a better presentation of information.
A champion should indicate their position and bias in the topic, and hopefully restrict it to provide a broad range of information.
It is not the intent that the champion is an expert in any subject, related or not, but focuses on gathering, organizing, and publishing related information. And is thus a sort of expert of information related to a particular issue, problem, or opportunity.
